So in the Aries 2020 ingress, active the whole year, Mercury cadent in Pisces rules the 10th and Neptune angular in Pisces but under the sunbeams rules the 4th, suggesting a change in rulership. But Neptune is the new ruler of Pisces; the traditional one is Jupiter, which is in detriment in Capricorn, partile conjunct Mars, and between Mars and Saturn.

There's a similar duplicity with the 4th house ruler in the Libra ingress, where you have the 4th house ruled traditionally by Saturn, strong in Capricorn but cadent, retrograde, and square Mars; and modernly by Uranus, angular but in detriment and retrograde. (The Sun, which rules the 10th, is succedent and trine Saturn but that's about it.) Equivocal results, in other words.

The October 16 new-moon lunation, which presides over the election, has Jupiter ruling the 10th, cadent in Capricorn squaring Mars and applying to conjoin Saturn; but the 4th is ruled by Mercury cadent, retrograde, and peregrine.

The October 31 full-moon lunation has the 10th ruled by Venus in Libra, cadent but conjoining the Midheaven, and the 4th ruled by Mars in Aries, angular but retrograde. This one honestly seems the most straightforward with regards to what actually happened: "Biden won and is trying to reverse (retrograde) the previous administration, but Trump still has a lot of supporters and didn't just go away."
