8) Midnight is the conventional witching hour, but that goes back to preindustrial times when candles were expensive, the hearth fire was banked before people went to bed, and there was no TV. Most people went to bed a few hours after sunset unless they had a specific reason to stay up, like watching over a sick child or doing agricultural tasks that couldn't be put off. Once ordinary folk were asleep in their beds, the witches came out.

In industrial cities, people stay up later because they can or because they must. I've done shift work and I've also when younger done some after hours clubbing. In the absence of stimulants apart from light, noise, and caffeine, most people's circadian rhythms drop to a low point around 3 AM. Even the entertainment district does not have much activity between 3 AM and 5 AM. Most people are not only in bed but sound asleep. If you have a magical working to do that benefits from a quiet atmosphere in both the physical realm and the psychic realm, the hour from 3 AM to 4 AM usually has the best conditions.
