Following up on these leads, I've gotten a fairly exact time for the first public announcement of the epidemic by any official body -- an announcement by the Wuhan Municipal Health Commission on 31 December 2019, which was first posted to social media in China (as confirmed by screenshots on archive.org) at 10:16 am and 10:53 am local time. Since we have no idea when the first actual case was -- there are all those odd reports from the fall of 2019 -- I'm going to see what comes up for 10:00 am, 31 December 2019, Wuhan, China, as the start date for the official reaction to Covid.
