2) That's varied considerably in the last few millennia. Back when there weren't so many humans incarnate, people routinely spent more time out of incarnation than in it -- that's healthy, as it gives each soul plenty of time to process their experiences and get the most benefit out of them. Nowadays, with eight billion bodies to fill, very few souls spend more than a few years out of incarnation, and they're very often coming back into incarnation with a load of unprocessed experiences and emotions. I suspect that's where a lot of contemporary social issues come from -- for example, I've believed for some time now that quite a lot of people who suffer from gender dysphoria still subconsciously remember what their last body felt like and are having trouble adjusting to the new one.
