Maybe so, but it's not a project I'm willing to take on. First of all, I've chosen the themes for the open posts I host and moderate precisely because, in my view, they don't have other good spaces on the internet where they can be discussed without all sorts of off-topic issues being dragged in. What's more, as earthworm_uk pointed out, it would be helluva lot of moderation work for me.
There's a simple solution, though. Anyone who wants to start a forum of their own to encourage discussion on any subject they like is entirely free to do so. I can recommend Dreamwidth as a good venue, and you can certainly copy my moderation style if you like.
