Oh, Saturn, certainly. Annuals and biennials are ruled by Venus, but Saturn rules perennial plants, and he's also the ruler of the harvest and of agriculture as distinct from gardening. For that matter, Permaculture's focus on patient observation and on reshaping the ground with swales and the like are very Saturnian.
