I use votive candles that I place inside a tin can from the grocery store with the top cut off. The can was cleaned and reused after emptying out and eating its contents. Put a layer of sand or soil on the bottom of the can to insulate it from the heat of the candle, then put the candle on top. It won't blow out.
Another option, which we used for my GCC ordination ceremony when I didn't want the down-home-funk look of the tin can and used a larger table than usual for the altar, is to put the votive candle inside a hurricane lamp. If you have a big enough altar to hold the hurricane lamp, this is the best looking solution.
