Not getting into a philosophical debate on good and bad actors.
But, yes, this technology will become more and more accessible until even a knowledgeable university student with access to the right lab might be able to make a deadly virus, let alone potentially terrorist groups and the like. Normally, nations wouldn't do this because you could release something that hurts your own population as much as your enemy's, but if this technology gets advanced enough that you can target specific ethnicities, that might change.
The powers that be see this as a gigantic threat and wish to defend against such a possibility.
