I didn't read it that way. She carefully avoided discussion of the vaccine, but talked about how early lockdown/distancing measures such as local governments closing beaches are now seen as obviously unnecessary. Evidently, the people who she thinks were wrong then and should be forgiven now are not the scofflaws who snuck onto closed beaches but the authorities who stupidly closed them. Yeah, they should have known it was unnecessary. (As a scientist from the killer asteroid movie Armageddon observed: "it's a big-ass sky.") But if it hadn't at the time been possible for a rational person to know that with great confidence, then it wouldn't have been wrong to come to another conclusion, and those who did wouldn't need "forgiveness." Just as one makes peace with one's enemies, not with one's friends, one forgives those who have screwed up somehow, not those who haven't screwed up.
