I could definitely see an unstable boundary between the two cells, and that would make things very weird in the middle latitudes. As for ocean currents, no question, that's another huge issue -- a shutdown of the deepwater circulation followed by deepwater anoxic conditions over much of the world's oceans seems likely to me, but that's a whole 'nother can of worms.
