Well, i sounds like standard boilerplate public health talk circa 2018.
There is no mention of mRNA.
There is discussion of federal assistance, for example: "In response to this outbreak, I have directed the Centers for Disease Control and Prevention (CDC) and the Administration for Strategic Preparedness and Response (ASPR) to work closely with the Texas health authorities to provide comprehensive support. HHS’ efforts include offering technical assistance, laboratory support, vaccines, and therapeutic medications as needed. The CDC is in continuous communication with Texas health officials, ensuring a coordinated and effective response to contain the outbreak."
Eat well and get your vitamins, which WAS NOT a controversial position 10 years ago, for example: "Tens of thousands died with, or of, measles annually in 19th Century America. By 1960 -- before the vaccine’s introduction -- improvements in sanitation and nutrition had eliminated 98% of measles deaths. Good nutrition remains a best defense against most chronic and infectious illnesses. Vitamins A, C, and D, and foods rich in vitamins B12, C, and E should be part of a balanced diet."
I'm sorry but after reading the statement at the link you provided i can't find ANYTHING that would say: "Measles outbreak is call to action for all of us MMR vaccine is crucial to avoiding potentially deadly disease" EXCEPT in the SUB-title which says "MMR vaccine is crucial to avoiding potentially deadly disease" and after all these years everybody SHOULD know that Titles and Sub-Titles are writen by editors to get clicks since MOST people DON'T actually read the articles.
Not meant to be a shoot down but a good teaching point to ACTUALLY READ the article before making a call.
