1) Regardie borrowed that from Aleister Crowley, who was rather noticeably into sadomasochism. I haven't found punishment useful in my own will training; instead, simply choose tasks that will exercise your will and do them. You might decide, for example, to learn ten things about a city you've never visited and know nothing about; you might decide to put a note somewhere in your house that says "touch your nose," and touch your nose every time you pass it -- then change the rule, once that habit is established, and stop touching your nose when you pass it. You might decide to get to some place in town on foot at exactly 5:36 this afternoon, for no reason other than that you choose to, and then do it. I found that sort of thing much more useful as it establishes habits of action rather than inhibition.

2) You can read any or all of them in any order. It's just a matter of familiarizing yourself with certain concepts.
