FWIW, the drug they just ruled on was phenylephrine, which, tbh, IS ineffective. It's what replaced the actually-effective pseudoephedrine (what sudafed is named for) in most OTC cold medications, some years ago-- I believe it was part of an attempt to keep people from manufacturing meth out of them.
So the actual bait-and-switch happened some time ago.
