I worked in HR in a few major companies, and whenever layoffs happen, one goal is to get rid of the people who are more expensive to keep. In the US, health insurance is a major variable for cost for a lot of positions, and as far as I know, no one has an official policy to make sure people using it get laid off, but it's fairly easy, and at least where I worked common, to craft the metrics used to get rid of people who were.

If the number of people using the corporate health insurance has suddenly increased, that could dramatically increase the costs; and at the same time, the health problems could easily cause a drop in productivity. Both of these together could easily push businesses which were doing okay into serious financial difficulties; and that's before factoring in the way investor capital is drying up....
