That's certainly the implication of Dion Fortune's metaphors in The Cosmic Doctrine. In her vision, souls move from planet to planet within a solar system, incarnating in physical matter on one such planet and in other, less dense embodiments on other planets; once the long trip up and down the planes is finished, the souls do various things within the solar system as a whole, including helping other souls advance; and each soul, when it's ready, makes contact with the Cosmos as a whole and begins the great adventure of traveling up and down the twelve Rays of the Cosmos, which takes them through uncountably many systems, of which those that consist of the kind of matter we know are a tiny fraction.
It's a big universe out there. Fortunately, we've got countless aeons of time to explore it.
