Most tablet computers support pdf readers and often come with them installed. I use an Android device with a mini SD card to store the files. You can also get an adapter that accepts the mini SD and can be hooked into an USB slot on a regular computer, that way you can transfer a file from your computer to the tablet without putting the tablet on the internet.
