I don't know where you are located, but have you looked into dental schools?
I know that in New York City, some of the dental schools (Columbia, NYU) used to provide free or very low-cost dental care, if you were willing to have it done by a student under the supervision of an instructor at a teaching clinic. I never used the service myself, but a co-worker of mine used to get her dental care done at the NYU clinic, and she seemed to get perfectly good care, for free. She did say that appointments had to be made well in advance, and also that the work took a longer than going to a regular dentist (because of the teaching aspect), but it saved her a lot of money.
I'm not sure if that would be an option for you, but it might be worth checking out? Put words like dental-school-teaching-clinic-NameOfCity into a search engine and see what you find. Depending on how rural you are, you might have to travel to a bigger city or a university town, and it might take time to get an appointment, but still - can't hurt to check, right?
