1) The Golden Dawn borrowed a system for doing that from Hindu sources; you'll find it discussed in Israel Regardie's The Golden Dawn, in the additional lecture on the tattwas of the Eastern school.

2) You left out part of the injunction: "for the duration of the working." Obviously mages step out of the circle once the working is finished -- it's that or starve to death!
