I set the cutoff between 'old' and 'new' vaccines this way:

The government passed a law that removed all liability from drug companies for any and all bad effects of vaccines; it took effect in 1986.

Vaccines entered the market before 1986- 'old' style vaccine, could be useful.
Vaccine entered the market 1986 or later- 'new' type vaccine, probably dangerous.
