Consider a person who believes that they can't succeed at something. That's a state of consciousness as well as a set of mental contents. Try to replace the mental contents -- say, by talking yourself into thinking that you can succeed -- without affecting the underlying state of consciousness, and any change you make is temporary. Change the state of consciousness into one that embraces the belief that the person can succeed, and success usually follows.
