I think it's partly that, and partly a reaction to the fantastic overcrowding we suffer from. The United States is the third most populous country on Earth, and since so much of it is desert and prairie and other landforms where population has to be sparse, a vast share of that population is concentrated in a small fraction of our total land area. When you have too many of any animal in too small a space, biological and psychological limits to reproduction start coming into play, and population decline follows. I think that's a lot of what we're seeing now.
