Fortune describes it as being like gravity -- the substance of the plane corresponding to the other system is attracted by the passing system, while the substance of the other planes is cut off from the gravity of the Central Stillness and pulls outward due to centrifugal force, putting weird strains on the whole solar system as well as the individual beings that inhabit it. I'm not sure how that fits either of your two metaphors.
