1) Nope. That would require learning about a branch of astrology I haven't studied at all -- mundane electional astrology, the branch that would be used to choose good times for countries to do things. To judge by the differences between natal and mundane astrology, this would involve a lot of additional variables.

2) I've seen essentially no discussion of it, which is odd. You'd thing astrologers would be all over it.
