The Treasures of Darkness
by Thorkild Jacobsen is a good scholarly work on Mesopotamian religion more generally (so also deals with Babylonian and Assyrian, not just Sumerian, religion).
Also, a couple of weeks ago on MM, there was a discussion that included some links to resources on ancient Near Eastern religion, including Sumerian:
