HMMM!! I'm going to do some research on this because I believe it IS one of the prerogatives of the Queen's representative in all of the dominions. I know they don't like to use it. The last time it was used was in Australia in the 1970's and it was not well received. Maybe the Australians on this forum can comment.
For sure, I am glad I added my voice and emailed her. One thing she CAN do is call Castro Jr. and let him know that the peasants are revolting so he better cool it. As the Queen's Official Representative in this, the 70th anniversary of Elizabeth's reign, I'd bet good money she did just that.
Who knows - maybe Justin got a stern note from Buckingham Palace. Her Majesty is said to be very, very fond of Canada and Canadians. If so, I hope she told him off royally!
