Presumably when thinking about other people - to whose internal lives you have very limited access - it will look like a closer fit when those people are doing a better job of figuring out their lives, and so are at least grappling with the issues identified by their "number" even if not very successfully, and a worse fit when they're either actively struggling against their destiny/fate or simply living in complete ignorance of it and yet to figure it out.
