Not a general rule, but a rule in terms of orbits. In the metaphor, the 2nd plane is much closer to the Central Stillness than the 7th, so the "shadow" of a 2nd plane star system whips around the 7th plane much more quickly than the "shadow" of a system on the 5th plane.
